Behavioral Intervention Team Standards and Best Practices
This two-day certification course teaches NABITA’s 21 Standards for Behavioral Intervention Teams, which offer industry-leading best practices for effective BIT/TAT/CARE teams. Whether building a team or refining an existing one, this course will improve team performance based on NABITA’s standard operating procedures and protocols.
Discover the methodology behind defining a BIT/CARE/TAT team and team structure, including who should be on the team and what types of concerns the team should respond to. Participants will learn how to implement NABITA’s Risk Rubric for objective referrals, apply mandated assessments, and administer thorough interventions. Further insights will be offered into developing strategies for marketing and advertising the team. NABITA faculty members draw from their years of expertise, research, and literature in threat assessment, psychology, and law enforcement.

Case Management Standards and Best Practices
This two-day certification course is designed to enhance the skills of both new and experienced case managers and teams in alignment with NABITA’s best practices. It provides a valuable framework for case managers and BIT/TAT/CARE team members actively involved in case management to establish standard operating procedures.
With a comprehensive focus on the 24 NABITA Standards of Case Management, the course covers all aspects of non-clinical case management in the higher education setting. Participants will gain a deep understanding of the structural, procedural, and quality assurance and assessment aspects, ensuring a thorough grasp of the subject matter.
The training delves into integrating these practices within a team setting, framing case management as a holistic process. Approaching case management as a standardized, dynamic process allows practitioners to meet the unique needs of each individual while emphasizing the importance of connecting resources and enhancing overall well-being. This encompasses defining the scope of case management services, including addressing referral concerns and assigning suitable staff members based on their relationship with the individual, expertise, and capacity to assist. Non-Clinical Assessment of Suicide
This one-day certification course teaches research-based practices to assess, intervene, and manage suicide risk for students, both on campus and virtually. Using NABITA’s Non-Clinical Assessment of Suicide (NAS) tool, participants will learn how to triage the overall risk for suicide an individual poses. The tool relies on risk and protective factors to help non-clinical professionals conduct assessments.
NABITA’s expert faculty members will train participants in how to identify an individual who may be experiencing suicidal ideation, strategies for asking about suicide in a one-on-one appointment, and in-depth application of NAS as a suicide assessment tool. Additionally, participants will learn how to make an effective referral to clinical mental health services and deploy appropriate interventions based on the level of risk assessed using NAS.

Title IX Investigation Foundations Level One: Procedures and Critical Skills for Higher Education
Title IX Investigation Foundations Level One: Procedures and Critical Skills for Higher Education is the initial course in ATIXA’s investigator curriculum for investigators, deputies, and Title IX Coordinators looking to acquire the fundamental skills necessary to conduct sexual harassment, violence, and sex discrimination investigations. Expert faculty members will guide participants through an in-depth exploration of each phase of an investigation as prescribed by the Title IX Formal Grievance Process, including additional relevant topics for each phase.
The concepts and investigation structure taught in this course are consistent with the 2020 Title IX Regulations and can be applied to the full range of Title IX-based allegations. Participants will examine the key components of the investigation process and the investigator’s role at each stage.
In combination with the included Title IX Fundamentals online learning experience, Investigation Foundations meets both the Title IX and VAWA Section 304 training requirements for participants and details best practices for success as a full-time or part-time investigator.

Title IX Coordinator Foundations Level One: Sexual Harassment for Higher Education
Sexual Harassment for Higher Education is one of two foundational courses in ATIXA’s Title IX Coordinator curriculum for higher education practitioners. This two-day course provides foundational knowledge and skills necessary to oversee and implement policies, procedures, and practices that are compliant with Title IX and VAWA Section 304, as well as other applicable intersecting laws.

Title VI Compliance Foundations Level Two: Best Practices for Title VI Coordinators in Educational Settings
Title VI Compliance Foundations Level Two, is a one-day certification course that, in combination with Title VI Compliance Foundations Level One, prepares leaders in K-12 schools and higher education institutions with the knowledge and skills to effectively implement and manage a Title VI Compliance program. Participants will gain a deep understanding of reporting and intake procedures, resolution processes, prevention education, and compliance assessment to effectively address race, color, and national origin discrimination.
Through interactive discussions and case studies, participants will explore response options for Title VI complaints, including applying supportive measures and remedies and navigating formal and informal resolution processes while upholding parties’ sometimes-competing rights. This training also explores the intersection of Title VI and free speech, to address the complex balancing of compliance and honoring First Amendment protections that is necessary.

As our social lives increasingly unfold online, young people are facing new forms of bullying that are often more persistent, more public, and more difficult to escape. In this session, we will explore the evolving landscape of social media-related harms—including harassment, image-based abuse, peer-driven catfishing, and the emotional toll of constant comparison. We’ll examine how platform design features, like algorithmic amplification and anonymity, intensify these risks and how emerging AI technologies are introducing new challenges. As we explore and discuss real-world examples from students’ lives, this session will provide practical tools for recognizing digital harms, supporting affected students, and preventing future abuse with a trauma-informed, tech-conscious approach.
School Shooters
This presentation highlights the dangers of relying on stereotypes about school shooters. It explores common warning signs of potential violence and introduces the concept of “evidence of imminence.” Additionally, it examines why warning signs are often overlooked or dismissed. The presentation concludes with an overview of “insider references,” offering insights on how to interpret subtle cues that could provide critical information when properly understood.

Experience an immersive, live demonstration of a Behavioral Intervention Team (BIT)/CARE team meeting. Go beyond theory into practice with this behind-the-scenes look at how multidisciplinary teams collaborate to review, assess, and support individuals of concern.
Participants will observe a simulated BIT/CARE team meeting, featuring experienced practitioners role-playing team members. The discussions will include cases involving Title IX, suicidality, disruptive behavior, and threats of harm to others. From Grammar to Legal Battleground: Navigating Gender in Title IX
Once a linguistic category, gender is now a focal point of legal and cultural conflict in American education. Although the Supreme Court’s decision in Bostock v. Clayton County extended Title VII protections to include gender identity in employment, no such certainty exists under Title IX.
Protections for gender identity vary across jurisdictions, with 21 states and the District of Columbia offering some coverage in employment and housing but often excluding education and gender expression. This patchwork leaves students vulnerable amid growing cultural polarization.
This session brings together seasoned Title IX professionals to examine this uncertainty head-on. Panelists will trace key milestones, using athletics as one focal point. Special attention will be given to students who are often overlooked or marginalized in these discussions, as well as to populations disproportionately affected by shifting policies.

A Guide to NABITA’s Four Assessment Tools
As student behavioral concerns become increasingly complex, schools require a straightforward and strategic approach to selecting the appropriate risk assessment tools. This session guides attendees through NABITA’s four essential tools: the Risk Rubric, Violence Risk Assessment of the Written Word (VRAWW), Structured Interview for Violence Risk Assessment (SIVRA), and the Non-Clinical Assessment of Suicide (NAS).
Participants will also learn how to use a practical flowchart to determine the right tool based on specific case characteristics, such as risks to self or others, concerning narrative content, and heightened risk of harm to others.
The session explores how these tools work together, how to integrate findings into comprehensive case management, and key considerations for implementation, including training, documentation, and interdisciplinary collaboration. Attendees will leave with a framework to enhance the precision and consistency of their team’s risk assessment practices.
Conscious Coping Skills as a Case Management Intervention
Intentional, evidence-based coping strategies can improve clients’ quality of life and long-term outcomes. These Conscious Coping Skills can build emotional endurance when integrated within a case management framework.
Through real case studies, interactive discussions, and practical tools, attendees will learn how to apply coping skills to empower clients to navigate adversity, build resilience, and cultivate hope. Additionally, attendees will learn how to preserve their emotional stamina and coping abilities as practitioners.

State of the Field for NABITA and ATIXA: A 2025 Overview and Future Insights Plenary Session
Simply put, 2025 has been tumultuous, challenging, and difficult for our field, students, employees, and education communities. For last year’s plenary description, we referred to 2024 as a “whirlwind of activity” and a “rollercoaster.” Not to be outdone, 2025 raised the bar to an unprecedented level. In this signature plenary, TNG’s Partners will discuss the state of the field, examine what has occurred, and provide insight as to what lies ahead. We will discuss key strategies to help you anticipant and navigate the significant and far-reaching trends emerging from the federal executive branch and agencies, Congress, and the courts.
Whether you work in K-12 or higher education, you are likely challenged by varying expectations, political pressures, student and employee wellness, and geopolitical issues. The increased attention on Title VI of the Civil Rights Act of 1964, shifting expectations surrounding Title IX, and increasingly complex risks and threats have presented new challenges, but also opportunities for our field. The Annual Conference is the premier gathering place for professionals working in the field of Title IX, Title VI, and behavioral intervention. Many of the individuals in attendance represent institutions looking for innovative and effective marketing and education strategies. To showcase examples of the great work your institutions are doing with marketing, we are proud to display these at our Annual Conference!
The Community Education and Marketing Showcase will be displayed in the common area of the conference and will include displays of the marketing campaign strategies used by Title IX offices, Title VI offices, BITs, and CARE teams. If selected for the showcase, you will prepare a display board that highlights your team’s marketing and outreach efforts. Foam boards will be provided to display your materials. During the Community Education and Marketing Showcase (Thursday, October 16, 1-1:30 PM), you should be available at your display board to discuss your team’s marketing and outreach strategies.
The Call for Submissions closes on August 29, 2025. Notifications of acceptance/rejection will go out electronically by September 15, 2025.

Prevention That Sees Us: Building Inclusive Strategies Rooted in Lived Experience
As prevention professionals navigate increasing scrutiny of diversity-focused programming, the need for culturally responsive, equity-driven violence prevention is more urgent than ever. The Real Red Flags of Grooming
Sexual grooming is a deceptive and manipulative process in which a would-be perpetrator slowly builds a child’s trust to enable sexual abuse while minimizing the likelihood of detection or disclosure. These behaviors can be challenging to spot, as they often resemble normal adult-child interactions. However, identifying “red flag” behaviors associated with grooming is essential for preventing child sexual abuse (CSA).
Research shows that grooming behaviors are present in 99% of CSA cases, with an average of 14.25 grooming actions identified per case. Alarmingly, grooming is a factor in every instance of sexual abuse committed by educators.
In this session, attendees will explore current research on pre-offense behaviors linked to sexual grooming. Attendees will learn how to recognize these behaviors proactively to prevent CSA, educate communities, and strengthen efforts in investigating and prosecuting cases within K-12 schools.

Title IX and civil rights offices at many higher education and K-12 institutions are facing budget and resource cuts, while being expected to do more with less. How can we remain resilient, maximize our resources, and continue to do this vital work well?
Our keynote panelists, with decades of collective experience in civil rights across K-12 and higher education, offer a compelling solution: collaboration. Access to online communication and rising emotional health challenges have led to a significant uptick in written communications that could be perceived as aggressive and threatening. BIT/TAT/CARE teams are often tasked with identifying whether an individual’s emails, social media, and discussion board posts show a risk or threat of violence. This one-day certification course provides teams with a straightforward process for triaging concerns found in written narratives.

Clery Act and Title IX Intersections presented by Clery Center
The Clery Act and Title IX have distinct influence over campus safety policies and procedures, particularly for instances of dating violence, domestic violence, sexual assault, and stalking (DVSAS). However, it can be difficult to recognize how these two laws work together in this specific area when many do not have a foundational understanding of the Clery Act itself. Campuses often struggle to create policies that are clear and succinct for students and employees to interpret while still being comprehensive and addressing all federal and state requirements. As a result, campus community members might feel confused or lost as to how to proceed when they or someone they know is a victim of one of these crimes. Further, in late 2024, the Stop Campus Hazing Act amended the Clery Act to require specific prevention, policy, and transparency efforts regarding hazing, including hazing incidents where a person or persons caused, coerced, or otherwise induced another to perform sexual acts.
This Post-Conference offering provides a foundational overview of the basic requirements of the Clery Act, including the relationship between Clery-required policy statements and the underlying policies that must exist to support them. It also explores the intersections of the Clery Act with Title IX for DVSAS. Presenters will provide a high-level overview of current Title IX Regulations and review the Clery Act requirements for response and disciplinary procedures for student and employee cases of DVSAS, as well as explore the intersections with the Stop Campus Hazing Act requirements under the Clery Act. Participants will skill-build around creating policies and procedures that fully capture the requirements of both laws and developing policy statements in annual security reports that accurately and fully summarize all policies and procedures that address DVSAS.
Attend this training if you are a campus administrator directly or adjacently involved in the creation or implementation of policy(ies) addressing dating and domestic violence, sexual assault, and stalking.

Title IX Investigation Foundations Level One for K-12 Education, when combined with the K-12 Title IX Fundamentals e-Training pre-learning, is designed to give K-12 Investigators the complete foundational training needed to understand the investigation process under Title IX, which can also be applied to complaints under other civil rights laws.
This course focuses on the Investigator’s specific responsibilities at each distinct phase of an investigation. This two-day course focuses on sex discrimination compliance responsibilities including overall program assessment. This course will help practitioners address disparate treatment, disparate impact, and retaliation complaints, including targeted culture/climate assessments and investigations. The course explores common program and service areas where sex discrimination complaints originate, including athletics, and best practices for support of pregnancy and related conditions.

Yes, in-person and virtual conference sponsorship opportunities are available. School districts, institutions, businesses, and organizations are welcome to apply.
Sponsorship applications are due by Friday, September 15th. You will be notified via email by Friday, September 29th.

Conference attendees will receive 12 continuing certification credits (CCCs) that will renew any current 2-year NABITA certification.
Those attending a pre- or post-training course will receive a 2-year certification or 12 CCCs to renew a current certification.
