Daniel Swinton is a Partner and Chief Consulting Officer at TNG and has held leadership roles as both President and Vice President of ATIXA. He is also a member of ATIXA’s Advisory Board and NABITA’s Advisory Board. Additionally, he is a former Board member and past President of the Association for Student Conduct Administration (ASCA).
Swinton is a trusted external decision-maker and investigator for TNG clients, specializing in complex matters such as sexual misconduct, discrimination, student conduct, Title IX compliance, Title VI compliance, workplace concerns, retaliation, and harassment. He also serves as an expert witness in cases involving sexual assault, Title IX, negligence, academic integrity, and civil rights violations. In addition to his advisory roles, Swinton acts as an interim Title IX Coordinator for higher education and K-12 institutions, offering expert guidance during times of transition. Beyond investigations, Swinton provides strategic counsel to colleges, universities, and K-12 schools on a variety of critical topics, including Title IX, Title VI, the Violence Against Women Act (VAWA), sexual violence prevention, substance abuse, behavioral intervention, bystander intervention, student conduct policies, hearing board training, mediation, and legal education. He has testified before the Congressional Bipartisan Task Force to End Sexual Violence.
He also leads the TNG Content Team and was instrumental in developing ATIXA’s new Title VI curriculum, which delivers role-specific training tailored to evolving societal and legal challenges. Swinton further contributed to the creation of ATIXA + VI, a comprehensive resource hub designed to equip practitioners with balanced, legally sound strategies for managing complex disputes and complaints.
He has written numerous peer-reviewed articles and book chapters on topics such as student conduct and civil rights investigations. A sought-after speaker, he regularly presents at national and regional conferences. His expertise has been highlighted in prominent publications, including The Chronicle of Higher Education, The New York Times, USA Today, Inside Higher Ed, Student Affairs Today, ESPN, and the Washington Post. He co-authored The Book on BIT and contributed to industry-leading resources on behavioral intervention for NABITA. Additionally, he played a pivotal role in developing ATIXA’s model policies, toolkits, and whitepapers. His contributions also include co-authoring a chapter on how higher education institutions address campus sexual violence, featured in a book recognized as a Choice Outstanding Academic Title (OAT).
Before joining TNG, he served as Assistant Dean of Student Conduct and Academic Integrity at Vanderbilt University, further solidifying his extensive background in higher education administration and student affairs.
Swinton combines legal expertise and educational insight in his consulting and teaching. He focuses on clarity, mission alignment, and practical training grounded in current law, compliance, and policy. Known for his approachable demeanor and exceptional listening skills, he is highly regarded by clients for creating meaningful and compelling learning experiences.
He holds an Ed.D. in Higher Education Leadership and Policy, as well as a J.D. and a B.A. in History. Additionally, he is licensed to practice law in the state of Tennessee.
