Heather Kloeker-Webster, Ed.D., CTM

Dr. Heather Kloeker-Webster serves as the Director of Threat Assessment and Management at UNC Charlotte, where she leads the coordination and response strategy for the university community, including students, faculty, staff, and non-affiliates. She also chairs the Campus Behavioral Intervention Team. With over a decade of experience in behavior management and student conduct, Dr. Kloeker-Webster’s expertise spans both operational leadership and academic research, having focused her doctoral work on higher education threat management teams. She previously served on the Board of Directors for the Association of Student Conduct Administration (ASCA) and has served three times as a threat assessment faculty member for the Donald D. Gehring Academy. She has completed Behavioral Threat Assessment (BeTA) training with the North Carolina State Bureau of Investigation and has presented alongside U.S. Secret Service special agents on the vital role of campus threat assessment teams. A recognized leader in the field, Dr. Kloeker-Webster is a Certified Threat Manager (ATAP) and a Certified Master Trainer through the Department of Homeland Security’s National Threat Evaluation and Reporting program.
