Client Need and Issue
A large urban community college district noticed that despite operating under one system, its colleges had developed inconsistent approaches to civil rights compliance, resulting in varying policies, reporting practices, and decision-making across the district. When district leadership reviewed Title IX compliance, it became clear that behavioral intervention approaches were equally fragmented.
District leadership needed a unified operating model across all campuses. Title IX Coordinators, investigators, Behavioral Intervention Team (BIT) members, and administrators sought a shared approach to compliance, risk assessment, case management, and decision-making, including common BIT standards and terminology to create a more consistent experience for students and employees.
TNG Approach and Solution
TNG Consulting partnered with district leadership to standardize training, policies, and practices while maintaining flexibility to adapt as needs evolved. The engagement began with Title IX, where the district adopted a shared policy framework based on ATIXA’s One Policy, Two Procedures (1P2P) model and standardized training for Coordinators and investigators.
As the partnership grew, the district expanded into behavioral intervention, adopting NABITA’s BIT standards and providing consistent training on the Risk Rubric, SIVRA, STRAND, threat management, and case management.
With access to ATIXA and NABITA memberships, certification courses, and onsite training, the district developed a long-term professional development strategy. Each year, TNG and district leaders work together to make strategic use of membership inclusions and onsite training while considering staff turnover and budget constraints to determine the most effective mix of professional development.
Outcome
Today, the district operates with a consistent framework that extends well beyond Title IX. Campuses share a common operational language, receive coordinated ongoing support, and can onboard new personnel without losing consistency. Title IX personnel navigate complaints using shared policies and procedures from initial report through adjudication, improving documentation, reducing procedural variation, and strengthening cross-campus coordination.
The partnership now functions as an ongoing enterprise relationship. As regulations change, priorities shift, and personnel turn over, the district works alongside TNG to refine its programs. The result is a sustainable operational framework that allows the district to maintain consistency while continuously adapting to new challenges.
