Jennifer Sahr, Ed.D., serves as Assistant Director of Student Support Services for Fargo Public Schools, where she provides districtwide leadership for integrated systems supporting student safety, behavioral health, belonging, and access to care. During more than 25 years in public education, she has served as a classroom teacher, instructional coach, district data facilitator, MTSS/PBIS coordinator, and district administrator.
Dr. Sahr leads and aligns work across school counseling, school psychology, school social work, Native American Education, Communities In Schools, restorative practices, and school- and community-based mental health partnerships. She leads implementation of the district’s MTSSSEB framework, which embeds structured behavioral risk assessment, including the NABITA K12 Risk Rubric, within tiered problem-solving, intervention planning, safety planning, documentation, and ongoing monitoring. She also guides policy and procedure development related to threats to school safety, suicide prevention, multidisciplinary case review, and coordinated intervention. She provides professional learning for administrators and multidisciplinary student-support teams.
Her work centers on translating research and national standards into practical, sustainable K–12 systems that balance early intervention, student well-being, equity, and safety. Dr. Sahr holds an Ed.D. in Educational Leadership, an M.S. in Special Education, and a B.A. in Elementary Education. She is a North Dakota Trauma-Sensitive Schools Trainer and a Ukeru Certified Trainer. She also serves on the Southeast Human Services Advisory Board and actively contributes to United Way of Cass-Clay initiatives focused on improving access to services across Cass County, North Dakota, and Clay County, Minnesota.
